Ringing, then busy signal?

Made a call today and it rang 3 or 4 times, then I suddenly got a busy signal. This was calling a T-Mobile customer who I know had the phone on and has voicemail.

What's weird is that when I got the busy signal it did not show me as "connected".

What the heck happened?
